I believe the "steve urkel devil doll" you speak of is actually an evil ventriloquist dummy appropriately named "Stevil."

"Stevil" has appeared in two Halloween specials on the show "Family Matters" and in both episodes can been seen jumping over an enormous shark.

"Family Matters" really went south at the end, huh?

Some of the faces that Reginald Vel Johnson made on that show would have made Al Jolson blush. They ignored both everything that was wrong about "The Cosby Show" (Cosby's refusal to address race and the economic hardships of black folks) as well as everything that was right about "The Cosby Show" (i.e. the humor), and instead relied on an exhausted archetype (the annoying geeky neighbor? really?) to fill its increasingly shallow plotlines.

Still, Robosteve was pretty badass.
